My bike isn't with me, so I couldn't check on the switch... possibly you are talking about the decompression solenoid (black, round plastic thing, with a plate that pushes in and out. hooked to a cable that runs across the top of the engine to the actual decompression valve????).
The screw is probably still covered by a brass plug. It is on the forward edge of the right side of the carb. The brass plug may have a small dimple in the center, and may also have a splash of white paint on it. Suzuki covers it up so that you won't adjust it (adjusting it makes the engine run richer and emit more pollution, but also improves engine performance). You can drill it out easily (don't push to hard, you dont want to drill the screw underneath) since it is soft brass. If the plug has already been removed, you'll see the screw back inside the cylindrical opening. It is slotted (not a cross-tip) and also made of brass (I think). I had to keep a good deal of pressure on it while turning to ensure I didn't strip the head.
